The six decision gates, in order.

Nationality mix
Are all shareholders Indonesian, or is any founder, beneficial owner, parent, or controller foreign?
Whether the route is domestic (Perseroan Perorangan, PT PMDN) or foreign-invested (PT PMA), and whether a representative office (KPPA, KP3A) is an alternative.

Commercial or liaison activity
Will the Indonesian presence generate revenue, invoice customers, or sign commercial contracts?
Commercial activity is incompatible with representative offices. Liaison-only activity routes toward KPPA or KP3A instead of a trading company.

KBLI and investment eligibility
Is the proposed business activity open to foreign investment, capped, or closed?
Whether a PT PMA can proceed, whether an ownership cap or MSME partnership applies, or whether the activity is closed. Final KBLI classification requires expert confirmation.

Capital viability
Can the proposed structure meet the applicable paid-up capital and investment-plan requirements?
Whether PT PMA capital thresholds can be met, and whether the basis (per KBLI, project, or outlet) is clear. Insufficient or ambiguous capital returns expert review.

Domicile and premises
Will the company use a virtual office or physical premises, and is the activity permitted there?
Whether a virtual office is allowed for the KBLI, whether KKPR or zoning conformity applies, and whether environmental approval is likely.

Visa and work plans
Will foreign founders reside in Indonesia, serve as directors, or work actively?
Whether an Investor KITAS, Work KITAS, or RPTKA / DKPTKA process may apply, and whether the visa plan is compatible with the ownership and management structure.
